EWSD Welcomes Scott and Sullivan for Safety Positions 


Garry Scott Named New EWSD Director of Safety and Emergency Preparedness


The EWSD is pleased to announce that Garry Scott will join the District as the new Director of Safety and Emergency Preparedness. This position provides strategic direction, leadership, and management for the overall administration and coordination of the District’s school safety functions. The Director sets the overall strategic direction of the department and develops long-range goals and objectives in keeping with the District’s vision, mission, values, and strategic plans.


The Director proactively engages District and department leaders, principals, and school communities in developing safety priorities, defining roles and responsibilities, building capability, and creating systems of accountability to ensure a safe and positive school climate and workplace environment. This position provides leadership during critical incidents and collaborates and coordinates with local, state, and federal law enforcement agencies and emergency responders/managers. 


For the past 20 years, Scott has been with Vermont State Police advancing to his most recent position as Director of Fair and Impartial Policing and Community Affairs. Captain Scott brings a wealth of knowledge and experience in leadership and public relations.


He graduated with a B.S. in Criminal Justice from Salem State College. Scott will be working occasionally in the District over the next few months and officially begin working full-time in the EWSD following his retirement from Vermont State Police in November. His office will be located in District Operations at the West Campus.  


Scott's introduction will also mark a reimagining of the department as a whole. As part of this, the EWSD will move away from the former name of the department, Safety & Security, and instead will focus and emphasize its important role by referring to the department as EWSD Safety. This better reflects the core values of the District and builds upon the investments the District has made over the years in social-emotional learning and restorative practices.

William Sullivan Named Site Safety Coordinator 


The EWSD is excited to announce that William "Sully" Sullivan has taken on the role of Site Safety Coordinator. This is a new position and will replace an existing position in the EWSD Safety department that is currently vacant. With the plan to locate the new Director of Safety and Emergency Preparedness in District Operations, this position is being created to give the Educational Center an on-site primary point-of-contact for EHS and CTE.


Sullivan joined the District in November 2019 as a safety monitor and has worked at the Educational Center since that time. He has a decade of law enforcement experience, most recently serving the Winooski Police Department and also brings prior experiences in leadership, search and rescue, and project implementation.


This position, under the direction of the Director of Safety & Emergency Preparedness, provides day-to-day coordination and management for the safety systems, protocols, and functions for grades 9 thru 12 at the Essex Community Educational Center.


The Coordinator proactively engages department leaders, principals, and school communities in developing safety priorities and to ensure a safe and positive school climate and workplace environment. Ensures systems, protocols, and personnel are in place to provide for safe use of District facilities. It will also provide responsive customer service and build and maintain a positive working relationship with internal/external user groups and individuals through effective communication.
